FEC Approves Comprehensive NYSC Reform After 53 Years



The Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first major review of the scheme since its establishment 53 years ago.

The reform package is aimed at repositioning the NYSC to meet contemporary realities while preserving its core mandate of promoting national unity, integration, and service among Nigerian youths.

Announcing the development, the Federal Government described the reforms as a significant milestone in transforming the scheme into a more skills-oriented, productivity-driven, and youth-empowering institution capable of preparing graduates for the demands of a rapidly evolving economy.

Among the key reforms approved by the Council is the introduction of a technology-driven call-up process designed to improve efficiency, transparency, and accessibility for prospective corps members.

The government also approved a risk-sensitive deployment framework to enhance the safety and security of corps members during their service year.

In a major shift, the traditional orientation programme will be redesigned into a six-week intensive training period with greater emphasis on leadership development, entrepreneurship, digital literacy, and specialized career pathways.

The reforms further provide for skills-based primary assignments that align corps members' academic qualifications and competencies with relevant sectors and career opportunities.

As part of efforts to modernize the administration of the scheme, the NYSC will adopt a new governance structure featuring civilian operational leadership, while the military will continue to provide security support and participate in orientation camp activities.

The Federal Executive Council also approved measures to improve facilities across NYSC orientation camps through a national grading and certification system aimed at ensuring minimum standards and quality service delivery.

Another notable aspect of the reform is the introduction of a formal graduation ceremony to replace the traditional Passing Out Parade, alongside the redesign of the NYSC uniform to reflect professionalism, national pride, and the evolving identity of the scheme.

The reform initiative began in 2025 through consultations involving the Federal Ministry of Youth Development, the Federal Ministry of Education, and the Office of the Special Adviser to the President on Policy and Coordination.

To facilitate implementation, the Council directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to commence the process of amending the NYSC Act and relevant regulations to provide the necessary legal backing for the reforms.

Observers say the reforms represent one of the most significant transformations in the history of the NYSC and are expected to enhance youth development, employability, and national service in line with the Federal Government's broader economic and social objectives.
