Ilorin East Partners Borstal Training Institution to Reform At-Risk Children
Council Targets Youth Rehabilitation, Education and Skills Development to Tackle Social Vices

The Executive Chairman of Ilorin East Local Government, Amb. Mallam Garba Olayinka Lukman Agbelere, has reaffirmed his administration's commitment to partnering with the Borstal Training Institution, Ganmo, to rehabilitate vulnerable children and address the growing challenge of youth involvement in social vices.
The commitment was made during a courtesy visit to the Borstal Training Institution, a specialized facility under the Nigeria Correctional Service responsible for the care, education, rehabilitation, psychological counselling, and vocational training of young persons aged between 16 and 21 who are in conflict with the law or exhibiting delinquent behaviour.
Speaking during the visit, Agbelere said his administration is determined to invest in the future of young people by providing early interventions for children considered vulnerable to criminality, drug abuse, cultism, and other negative influences.
According to him, the local government has commenced the identification of vulnerable children across communities within the council area, with plans to facilitate their enrolment into the institution, subject to the consent of their parents or guardians.
The chairman explained that the initiative is designed to address the underlying causes of youth involvement in crime and anti-social behaviour through structured rehabilitation, character development, formal education, psychological support, and vocational training.
“Our administration believes that every child deserves an opportunity to become a responsible and productive member of society. Through strategic intervention and rehabilitation, we can help redirect vulnerable children toward a more promising future and reinforce the moral values that strengthen our communities,” he said.
Agbelere noted that sustainable development can only be achieved when governments invest in programmes that empower young people and prevent them from drifting into criminal activities.
Responding on behalf of the institution, the Controller of Corrections, represented by Assistant Controller of Corrections, Jimoh Babatunde, commended the chairman for prioritising youth development and social welfare.
He described Agbelere as a visionary leader whose commitment to human development, accessibility, and community service continues to earn public admiration.
Babatunde assured the local government of the institution's readiness to collaborate in providing rehabilitation and reintegration opportunities for vulnerable children and young offenders.
He stated that the Borstal Training Institution remains dedicated to reforming and equipping young people with the discipline, education, and vocational skills necessary to become responsible citizens and contribute meaningfully to national development.
The chairman was accompanied on the visit by the Supervisory Councillor for Education, Hon. Ibrahim Baale.
The proposed partnership is expected to strengthen efforts aimed at youth rehabilitation, crime prevention, and social reorientation within Ilorin East Local Government and beyond.
