President Bola Ahmed Tinubu has transmitted the Constitution of the Federal Republic of Nigeria (Alteration) (State Police) Bill, 2026, to the House of Representatives, seeking legislative approval for the establishment of state police services across the country.
The proposed constitutional amendment is aimed at creating a legal framework for the operation of state-controlled police formations alongside existing federal security structures.
The bill, which has generated widespread public interest, is expected to form a key part of ongoing efforts to strengthen internal security, improve community policing, and enhance the capacity of states to respond more effectively to local security challenges.
If approved by the National Assembly and ratified in accordance with constitutional requirements, the legislation would pave the way for state governments to establish and manage their respective police services within clearly defined legal and operational guidelines.
The proposal comes amid growing calls from stakeholders, security experts, traditional rulers, and civil society groups for the decentralisation of policing in Nigeria as a strategy to address rising insecurity across various parts of the country.
Supporters of state policing argue that locally controlled security agencies would possess better knowledge of their communities, enabling faster intelligence gathering and more effective crime prevention.
However, critics have raised concerns about the potential abuse of state police by political office holders, emphasizing the need for strong constitutional safeguards, accountability mechanisms, and operational independence.
The transmission of the bill marks a significant step in Nigeria's ongoing constitutional reform process and is expected to stimulate extensive debate among lawmakers, state governments, security stakeholders, and the general public.
The House of Representatives is expected to commence deliberations on the proposed legislation in the coming weeks as part of the constitutional amendment process.
